7年前北歐國家冰島是歐洲金融海嘯中第一個倒下的國家，3大銀行在短短3天內破產倒閉，股市重挫95％，匯價崩盤，幾乎各行各業被迫歇業。而今冰島重新站了起來，其浴火重生的經驗能否複製於經濟陷入困境的希臘，近來引起熱議，但專家認為兩者不可混為一談。

冰島並非希臘。首先，冰島人口僅32萬，比大多數國家都更易凝聚共識與貫徹政治決心。反觀希臘，人口1100萬，國內生產毛額（GDP）是冰島的16倍，更糟的是政治長期陷入惡鬥、貪腐橫行。再者，希臘經濟問題出在政府太會花錢，寅吃卯糧；冰島則是銀行借貸以高槓桿操作金融商品導致負債破產。

冰島實施資本管制已7年，預計明年解除管制，能否禁得起外資出走的考驗，備受矚目，但至少各界肯哪一家銀行信貸利率最低 哪家信貸利率最低 小額信貸利率最低定它這7年來的因應與表現。

首先，對於瀕臨破產的銀行，冰島政府並未拿納稅人的錢出手相救，而是將本國存款人的錢轉到「體質好」銀行，然後任負債累累的銀行倒閉，甚至將捅出亂子的銀行主管送入大牢。不過為讓人民無後顧之憂，政府並未刪減社會福利，並延長房貸戶的還款期。

另外，冰島克朗的匯價崩盤走貶，帶動出口與觀光，加上冰島人吃苦耐勞，因此儘管薪資財富大幅縮水，但失業率不像歐洲其他國家嚴重。目前失業率已降至4％，預測今年全年經濟成長率可達4.1％。

冰島財政部長班內狄克森直言，過去6、7年的危機讓大家深思，到底是共同貨幣好還是擁有自己的獨立貨幣好，畢竟碰到危機時，前者不會顧及個別國的經濟現況。

班內狄克森說，冰島因為有自己的貨幣，加上漁業與發電工業等本業當經濟支柱，又願意苦吞資本管制等猛藥，所以能自救重生。

資本管制讓冰島走出了危機，不過這個保護傘卻也漸漸變成緊箍咒，不僅讓外資對冰島卻步，也造成人民借貸困難，因此政府考慮明年4月逐步鬆綁管制。
